Joint Approvals Unit for Periodic Training (JAUPT)

Since February of 2007, JAUPT has been associated with UK’s Competent Authorities to ensure the highest caliber of Initial and Periodic training throughout the European Union.  The Competent Authorities is considered the Secretary of State of Transportation.  Northern Ireland has the Department of Environment under the Driver and Vehicle Agency (DSA), which is the checks and balances to the UK’s Driver and Vehicle Agency (DVA), and vise versa.  A Service Level Agreement connects both DSA and DVA that JAUPT is required to follow.

JAUPT focuses on managing quality assurance for training centers and the courses available for candidates that are up to the latest standards; issuing special numbers for the training centers and courses that they are responsible for; and approving training centers and courses that meet all requirements. JAUPT is also joined with the Sector Skills Council (SSC) in charge of the cargo ship trading and services industry, the People 1st the SSC is in charge of passengers (reception, entertainment, travel, transport, and tourism), and the Skills for Logistics.

JAUPT reviews all applications in fifteen business days, unless otherwise notified.  Complaints are responded in a ten-business-day span, and general questions are replied to in ten to fifteen days.  If an application is deemed invalid or incomplete, no refunds are issued, and approval will not be granted.  Centers are approved every five years, similar to ITSSAR or RTITB forklift training accreditation companies and their certifications for passing operators.  An application is needed prior to any other paperwork or payment, and JAUPT does not need to visit the center before approving.  Paying the £1500 fee is flexible on the type of debit, credit, cheque, postal money order, or BACS.  Application forms can be found on the JAUPT website.

Approval will only be given to companies that issue copied forms of their policies for their Health and Safety rules, their Quality Assurance guide, their Data Protection plan, their Trainer standards and Development, and their statement on Equality and Diversity.  Documentation on Driver CPC Periodic Training will also need to be specified:  What is the company’s license and ID checking routine; how long does each of the operators train (the DSA has a Recording and Evidencing Database to keep track of all operators being trained); what complaints are being submitted; etc.

Companies are required to not only send JAUPT their course schedules, but also the center’s name and ID number, the date of the courses, the course numbers and names, the starting and ending times of the training course, the company name, the full business address, the name of the instructor, access restriction (if applicable), and whether training will be in the cab.  A search of training centers and their courses can be found on the JAUPT website under its own tab.  Also, a newsletter is dated and archived on a separate tab to keep up to date with their changes and progress.

With JAUPT, training courses are valid as complete for just one year.  The minimum amount of hours to be put into a course is seven hours.  Courses are £36 each hour, and courses that are not passed cannot be changed in material or time for any candidate retaking the course. Again, payment is very flexible; Visa or Mastercard are the two major companies accepted.  This amount is much cheaper than forklift truck  regular   forklift truck  training costs,  but the courses are less specific to the type of truck; also, the validation is only for twelve months, versus a typical five-year certification.  The decision will ultimately depend on how long an operator is planning on driving a lifting truck, and for what section of the industry.
